Ten data elements before loading
ISF is an advance security filing, not the customs entry. It gives CBP information about the parties and the goods before the container is loaded. The filing is due before loading, which means the supplier must provide the data early enough for the broker to file and correct it.
The elements most often missing are the manufacturer or supplier details, the country of origin and the harmonised code. A late change after filing can require an amendment, and repeated amendments attract attention.
Build the data into the purchase order
Ask the supplier for the ISF data at the purchase-order stage, not when the container is ready. The manufacturer name and address, the seller and buyer, the country of origin and the code should be part of the order confirmation.
The bond and the ISF are separate requirements. A valid bond does not file the ISF, and an ISF does not replace the entry. Both need an owner and a deadline in the shipment plan.
Frequently asked questions
Does ISF apply to air freight?
ISF is specific to ocean cargo. Air cargo has its own advance manifest rules.
Who is responsible for filing?
The importer is responsible for the accuracy; the broker or an agent usually files on the importer's behalf.
What happens if ISF is late?
The shipment can be held and penalties can apply. File early and amend promptly if the data changes.
Is ISF the same as the customs entry?
No. ISF is a security filing before loading; the entry is the import declaration filed when the goods arrive.
