GPSR Responsible Person Checker
This preset opens the compliance checker on the EU with a general consumer product sold through a marketplace. It lists who must be named as the responsible person, what has to appear on the product, packaging and listing, the documents behind the file, and a planning budget for the first entry.
What the responsible person is for
Under the General Product Safety Regulation, a non-EU seller placing consumer products on the EU market needs an economic operator established in the EU to act as the responsible person. The role is not a mailbox: the operator must be able to check the technical file, cooperate with market surveillance authorities and handle incident reporting. An importer, an authorised representative or, in some arrangements, a fulfilment provider can take the role.
The name and contact details must appear on the product, the packaging or an accompanying document, and online listings must show them as well. A listing that omits them can be blocked even when the product itself is compliant.
Why listings get blocked again after a fix
Marketplace checks are often automated and re-run when product data, labels or listings change. A responsible-person field that was correct at launch can go stale when the contract ends, when the label artwork is updated, or when a new SKU inherits an old template. The recurring failures are a missing field, an address that no longer matches the contract, and details entered in the wrong listing field.
Treat the check as a monthly status review plus a review before every new SKU, market and packaging run. Keep the current contract, label artwork, product photos, technical file and declaration of conformity together, and name one person responsible for the record even in a one-person business.
What the checker does not decide
It does not classify the product, choose the applicable test standard or approve a responsible-person contract. Two similar products can fall under different regimes, and the technical file has to match the actual product. The output names the obligation and the authority; the classification, the contract and the test scope still need a qualified human or a lab.
The regulation applies from 13 December 2024. Confirm the current text and any guidance issued by the destination member state's market surveillance authority before relying on this checklist for a shipment.

Frequently asked questions
Do I need a responsible person if I sell through a marketplace?
Yes, in general. The marketplace can act as a gatekeeper and may be a deemed supplier for some obligations, but the GPSR responsible-person requirement sits with the product being placed on the EU market. Check the platform's current policy as well.
Can a fulfilment provider be the responsible person?
It can, if it is established in the EU and accepts the role in writing. The operator must be able to check the technical file and cooperate with authorities, so a warehousing-only arrangement may not be enough.
Where do the details have to appear?
On the product, the packaging or an accompanying document, and in the online listing. The point is that a consumer and an authority can identify and contact the responsible operator.
Does one responsible person cover every EU country?
The role is an EU-established operator, not one per member state. Some member states add their own registration or language requirements, so confirm the destination's rules as well.
